India's Startup Ecosystem Eyes Regulatory Reforms to Boost Growth

Key Takeaways

  • •India aims to ease regulatory hurdles for startups
  • •Streamlined regulations could boost growth in deeptech, AI, and spacetech
  • •Public-private partnerships crucial for effective regulatory frameworks
  • •$150 billion in venture capital invested in the last decade

India is poised to redefine its startup landscape by addressing regulatory hurdles that have long impeded its entrepreneurial ecosystem. With over 200,000 startups recognized by the Department for Promotion of Industry and Internal Trade (DPIIT) and more than 100 unicorns, the nation stands as the world's third-largest startup ecosystem. However, regulatory friction remains a significant barrier to further growth.

The success of India's digital public infrastructure, exemplified by the Unified Payments Interface (UPI) which processed 23 billion transactions in July 2026, sets a global benchmark. This achievement underscores the potential of a collaborative approach involving government, regulators, and private innovators. The next step is to extend this infrastructure mindset to entrepreneurship, making the process of starting and scaling a business as seamless as digital onboarding.

Despite initiatives like SPICe+ that have streamlined business incorporation, the broader regulatory landscape remains cumbersome. Early-stage founders often face a 'friction tax, ' consuming valuable resources and time. A unified compliance architecture, single-window regulatory portals, and dynamic regulations with periodic sunset reviews are proposed solutions to reduce these burdens.

Public-private partnerships play a crucial role in shaping effective regulatory frameworks. Dynamic policies, rather than static ones, are essential. Regulatory sandboxes by the Reserve Bank of India (RBI) and the Securities and Exchange Board of India (Sebi) have facilitated innovation in fintech and capital markets. Extending these agile frameworks to other sectors requires ongoing dialogue with founders, investors, and industry stakeholders.

Institutionalized feedback loops in policymaking can ensure regulations evolve alongside technological advancements and non-traditional business models. The intent to ease regulatory frictions, liberalize capital flow frameworks, and simplify corporate structures is evident in policy circles. However, maintaining momentum is crucial.

Over the past decade, more than $150 billion in venture capital has been invested in India's startup ecosystem. In a global economy where investor capital flows toward jurisdictions with efficient execution, India must translate sound policy into frictionless execution to attract global capital, talent, and technological intellectual property.

The goal is not just to simplify the process of starting a company but to make India an attractive destination for building enduring, market-defining enterprises. This vision aligns with the broader objective of positioning India as a hub for global entrepreneurs and investors.

Venk Krishnan, a TiE charter member and president of TiE Bangalore, emphasizes the importance of this shift. This article is part of a series exploring various facets of India's startup ecosystem. The next installment will feature Alok Mittal discussing the convergence between micro, small, and medium enterprises (MSMEs) and startups.
